The New River Valley Regional Jail offers a home electronic
monitoring program (H.E.M.) that uses state-of-the-art Radio Frequency (RF)
Monitoring to track non-violent offenders. RF technology provides precise
inmate location information and maintains a record of inmate movement
for each offender on the H.E.M program. This program allows an inmate to
live and work in the community while serving an active sentence. This
provides an opportunity for offenders to earn an income so they can meet
financial obligations (fines, restitution, etc.) which they have incurred.

The H. E. M. Program can be customized for each individual
offender. It can be designed to allow participation in rehabilitative
programs such as substance abuse programs or even allow the
individual to attend college classes if they are a student. |

All applicants must be referred by the sentencing judge and
approved by the New River Valley Regional Jail. The
following is a list of criteria that individuals must meet in
order to qualify: |

|
- Must have been convicted and sentenced to 12 months or
less. (or have local time)
- Must not have any pending charges or warrants.
- Must not have a history of escape or attempted escape.
- Must not have a history of violent felonies.
- Must not have a history of burglary.
- Must have a satisfactory jail adjustment record.
- Must not have a history of drug charges involving a
schedule I or II drug.
- Must not have a history of removal from a similar
program.
- Must make consistent payments for child support, court
fines, and program fees.
- Must live and work within our jurisdictions.
- Must have a touch-tone, non-cordless phone in their
residence.
- Must pass initial and random drug tests.
- Must maintain a good work history while employed.
